this number looks crazy high and the shown filter that opens to the Filter app doesn't include our advanced filtering. double check those numbers match and add the prepended filter to the filter string.

So: project scope + admin/pre-pended filter + user Status/Issue Type/Created Date filters + 15-day recent window (when unfiltered) → count of all matching issues, regardless of status.
